François Mitterrand et la Palestine 05/03/2006 Conférence de l'IFRI du 10 janvier 2006, avec Jean-Pierre FILIU, Hubert VEDRINE et Denis BAUCHARD Elu Président de la République, il souhaita se rendre rapidement en Israël car le conflit israélo-arabe avait une importance particulière à ses yeux. Lors de son discours à la Knesset en mars 1982, il se prononça de nouveau pour un Etat palestinien aux côtés d'un Etat israélien constitué, estimant que le droit est le même pour les deux peuples. Au cours des années 1980, il soutint indéfectiblement Arafat : en couvrant sa fuite à Beyrouth-ouest en 1982, à Tripoli (Liban) en 1983 et en l'invitant à l'Elysée en 1989, provoquant ainsi l'ire des dirigeants israéliens.
Claude Cheysson (MAE) et François Mitterrand étaient tous deux convaincus que l'OLP était un interloculteur représentatif du peuple palestinien, sans toutefois souhaiter qu'elle en soit l'unique représentante. D'autre part, la politique extérieure française au Proche-Orient de ces années développa le corpus diplomatique, en effet le soutien de François Mitterrand à une reconnaissance mutuelle et simultanée stimula le travail intellectuel des diplomates, par exemple lors de la tentative de corriger la résolution 242 destinée à parler du « peuple palestinien » et non plus seulement des « réfugiés » (1982). Ensuite, pendant la guerre du Golfe, la volonté de lier les crises koweitienne et palestinienne afin d'aider davantage les Palestiniens. Quelques mois plus tard, en 1992, François Mitterrand se réintéressa à la résolution 1811 de novembre 1947 et la réintroduit dans le débat avec les Israéliens pour les convaincre de l'équivalence des droits entre Israéliens et Palestiniens.
