Conférence de l'IFRI du 10 janvier 2006, avec Jean-Pierre FILIU, Hubert VEDRINE et Denis BAUCHARD

Homme politique emblématique, François Mitterrand vit son initiation politique marquée par la Résistance et la création de l'Etat d'Israël. D'abord pro-israélien, il changea d'opinion en exerçant le pouvoir. Jean-Pierre Filiu souligne toutefois la cohérence de Mitterrand à l'égard d'un Etat palestinien. Il rencontra Yasser Arafat en 1974 au Caire, se prononça en faveur d'un Etat palestinien dès 1976 et appuya l'idée d'une reconnaissance mutuelle en 1980, alors qu'il occupait les fonctions de Premier secrétaire du Parti socialiste.

Elu Président de la République, il souhaita se rendre rapidement en Israël car le conflit israélo-arabe avait une importance particulière à ses yeux. Lors de son discours à la Knesset en mars 1982, il se prononça de nouveau pour un Etat palestinien aux côtés d'un Etat israélien constitué, estimant que le droit est le même pour les deux peuples.

Au cours des années 1980, il soutint indéfectiblement Arafat : en couvrant sa fuite à Beyrouth-ouest en 1982, à Tripoli (Liban) en 1983 et en l'invitant à l'Elysée en 1989, provoquant ainsi l'ire des dirigeants israéliens.

Jean-Pierre Filiu, à travers son étude de François Mitterrand, a relevé trois champs fondamentaux de formation :

l'expérience personnelle : il se rendit dans Jérusalem-est contrôlée par l’armée jordanienne en 1949, à Gaza en 1972 et à Hébron en 1976, constatant par lui-même les conditions de vie de chacun des peuples et la complexité d'une résolution concrète du conflit. Il se lia également à Shimon Peres, Menahem Begin, Ygal Alon, Moshe Dayan et Kamal Joumblatt. Cependant, on peut noter le déficit de relations avec les Arabes jusqu'en 1981.
le bagage partisan : traditionnellement, le PS avait de très bonnes relations avec Israël et soutenait généralement Tel Aviv vis-à-vis des revendications arabes. Vice-président de l'Internationale socialiste dans les années 1970, Mitterrand put ainsi rencontrer Golda Meir mais, soucieux d'équilibrer sa position, il choisit d'inviter l'OLP au congrès de Metz en 1979, provoquant là aussi la colère des Israéliens, en particulier des travaillistes invités eux aussi au congrès.
l'exercice et le corpus diplomatiques : l'élection de François Mitterrand à l'Elysée en 1981 souleva un vent d'inquiétude dans les capitales arabes qui craignaient notamment la présence de communistes au gouvernement et les opinions supposées pro-israéliennes du nouveau chef de l'Etat.

Claude Cheysson (MAE) et François Mitterrand étaient tous deux convaincus que l'OLP était un interloculteur représentatif du peuple palestinien, sans toutefois souhaiter qu'elle en soit l'unique représentante.

D'autre part, la politique extérieure française au Proche-Orient de ces années développa le corpus diplomatique, en effet le soutien de François Mitterrand à une reconnaissance mutuelle et simultanée stimula le travail intellectuel des diplomates, par exemple lors de la tentative de corriger la résolution 242 destinée à parler du « peuple palestinien » et non plus seulement des « réfugiés » (1982). Ensuite, pendant la guerre du Golfe, la volonté de lier les crises koweitienne et palestinienne afin d'aider davantage les Palestiniens. Quelques mois plus tard, en 1992, François Mitterrand se réintéressa à la résolution 181¹ de novembre 1947 et la réintroduit dans le débat avec les Israéliens pour les convaincre de l'équivalence des droits entre Israéliens et Palestiniens.

Dès lors, pour Jean-Pierre Filiu, la valorisation du patrimoine politique de François Mitterrand est nécessaire actuellement, du fait de la diplomatie active et visionnaire qu'il a menée en faveur de la Palestine.

Hubert Védrine revient, quant à lui, sur plusieurs constantes de l'action et de la réflexion de François Mitterrand sur la Palestine.

Il situe tout d'abord le début de l'évolution personnelle de Mitterrand sur cette question avant 1981. Les premiers temps, la sécurité d'Israël fut le fil conducteur de sa réflexion. Peu à peu, il développa une réelle empathie pour le sort des Palestiniens et un intérêt sincère pour le monde arabe.

Cette attitude n'était pas toujours du goût des leaders israéliens, en particulier ceux du Likoud. Ainsi, Menahem Begin estimait que le soutien à la Palestine de la France créait un problème de sincérité dans la relation inter-étatique.

Le refus exprimé tout au long de sa présidence de la solution jordanienne pour résoudre le conflit attisa le dialogue avec les Israéliens. Il s'opposa aussi frontalement avec les gouvernements du Likoud du fait de son appui à un règlement territorial, une position souvent en contradiction avec l'idée d'Eretz Israel.

La résolution propose la création d'un Etat juif et d'un Etat arabe : le premier constitué du Neguev, du littoral palestinien et de la Galilée orientale ; le second formé de la Cisjordanie, de la Galilée occidentale et de la bande de Gaza ; Jérusalem étant érigée en corpus separatum sous tutelle onusienne.
