Le président Sarkozy a reçu le 20 novembre une bien étrange lettre du président Ahmadinedjad, dans laquelle il était taxé de « jeune et inexpérimenté ». Quel sens expérimenté prend-il dans cette lettre ? Cela renvoie-t-il à un manque d’expérience en matière de nucléaire, ou plutôt à un manque d’expérience en diplomatie internationale ? Ces menaces à demi voilées nous rappellent le contexte précédant l’invasion de l’Iraq en 2005. Cette invasion avait été lancée sur des suppositions similaires de possession d’armes de destruction massives par l’Iraq. Les tours de passe-passe irakiens vis-à-vis des contrôleurs envoyés par l’AEIA avaient été pris comme preuves de la présence d’un programme nucléaire.

Dans cette répétition partielle, il est inquiétant de voir que le président iranien appelle cela avoir de l’expérience, surtout aux dépens d’une potentielle attaque contre son pays. Je préfère la thèse selon laquelle les pays en faveur de l’invasion de l’Iraq n’ont pas tiré les conséquences de cette intervention., M.Ahmadinedjad n’étant pas le seul a la qualifier d’echec. Il serait ainsi reproché à M.Sarkozy de ne pas favoriser les voies diplomatiques et de ne pas rechercher de compromis acceptable avec l’Iran.

Si cela s’avérait, et que notre président ne possédait pas cette expérience nécessaire afin de pousser la diplomatie jusqu’au point souhaité, alors les annonces répétées d’Israël[1] relatives à une attaque des installations nucléaires iraniennes auraient tout leur rôle à jouer le printemps prochain. Si à cette période, l’Iran arrivait à se doter de l’arme nucléaire à des fins militaires ou du moins dans l’objectif de peser dans la balance de la terreur pour reprendre une expression de la Guerre Froide, Israël s’estimerait autorisé à lancer une guerre préventive.

Les Etats-Unis auraient laissé filtrer des informations allant dans ce sens, bien que rien n’ait été confirmé. L’Iran joue aussi de ses présuppositions et son style épistolaire reste l’apanage de la diplomatie, et non d’un ultimatum de guerre. Dans un tel contexte, plusieurs évènements, dont la conférence d’Annapolis et le dénouement possible sur des accords concernant les principaux points de contentieux, ainsi que les élections américaines et le traité de paix entre les deux Corées devraient avoir des répercussions directes et indirectes sur notre printemps.

Ce dernier évènement oppose de fait la Chine qui soutient la et les Etats-Unis, défenseurs militaires de la Corée du Sud. Si une coopération économique est en cours suite à la réunion historique entre les deux présidents coréens en octobre dernier, il n’en va pas de même pour le changement de statut du traité de cessez-le-feu en traité de paix, qui entraînerait obligerait la Corée du Nord à se défaire de son arsenal nucléaire. Pour arriver à un tel traité de paix ou, et non à défaut, à un accord de paix, la Corée du Nord doit accepter de cesser ses activités nucléaires. Ceci implique de ne plus librement disposer de son arsenal déjà constitué, à l’instar des fameux « colis » envoyés en Syrie et bombardés par Israël. Dans ce cas seulement, l’armée américaine se retirerait progressivement de la Corée du Sud, et les deux Corées ne seraient plus de fait en guerre. Le blocage du programme Nord coréen serait une donnée importante si une attaque contre l’Iran était lancée au printemps par Israël, entraînant à la suite tous les pays du Moyen-Orient. Tous ne s’y joindraient pas si l’on se fonde sur la distance affichée entre le programme iranien et leur politique, mais les plus à craindre seraient la Syrie ainsi que les régions à majorité chiite.

La date du sommet entre les ministres de la Défense des deux Corées n’est pour l’instant pas arrêtée. Mais la rencontre devient d’autant plus urgente que les élections qui auront lieu le 19 décembre en Corée du Sud pourraient ralentir voire, arrêter ce processus si le parti de l’opposition venait à être élu.

Le traité de paix semble bien être un paramètre décisif dans l’approvisionnement en matières nucléaires du Moyen-Orient par la Corée du Nord. Celles-ci passeraient par la Syrie pour ensuite rejoindre l’Iran et il pourrait être tentant pour le Hezbollah de jouer de son statut de passeur. Le transit précédemment organisé n’ayant pu aboutir suite aux bombardements israéliens, nous ne pouvons dire dans quelle mesure tout ou partie de l’arsenal serait expédié vers l’Iran. Ce qui renforce nos craintes sur l’élaboration iranienne d’un nucléaire de guerre mais ne fournit pas de preuves sur les intentions réelles de la république islamiste.

Le développement du programme nucléaire et ses conséquences pour la région du Moyen-Orient sont étroitement liés à de nombreux autres événements qui vont précéder le deuxième trimestre 2008. Toutes les puissances nucléaires sont engagées, et émettent chacune leurs suppositions. Comment dans ce cas rallier d’autres pays à sa cause ? La réunion d’Annapolisa a montré le debut d’un calendrier qui mette fin au conflit. Peut-on espérer une rétrogradation dans les menaces proférées par l’Iran à l’encontre des partisans de l’application de sanctions financières et d’Israël ? Nous ne pouvons qu’espérer que l’Iran trouvera un fournisseur de moins à son programme nucléaire au printemps prochain, grâce au traité de paix entre les deux Corées.
